PNGRB initiates 125 billion INR LPG pipeline expansion to phase out road transport by 2030

India's Petroleum and Natural Gas Regulatory Board has launched a massive infrastructure initiative involving 2,500 km of new LPG pipelines. The project, requiring an estimated investment of 125 billion INR, aims to shift bulk fuel movement from road to pipe to enhance safety and reduce emissions.

The Petroleum and Natural Gas Regulatory Board (PNGRB), India’s statutory body overseeing the midstream and downstream oil and gas sectors, has invited bids for a major expansion of the national Liquefied Petroleum Gas (LPG) pipeline network. According to official disclosures, the regulator is currently finalizing proposals for four key routes: Cherlapally-Nagpur, Shikrapur-Hubli-Goa, Paradip-Raipur, and Jhansi-Sitarganj.

This 2,500 km expansion represents a strategic move to eliminate bulk road transportation of LPG by 2030, attracting a projected capital expenditure of 125 billion INR. This development is a critical step in de-risking India's energy supply chain. Historically, road-based LPG transport has been susceptible to accidents and logistical inefficiencies.

By connecting refineries and import terminals directly to bottling plants, the new infrastructure ensures a more stable and higher-volume distribution model. The shift is expected to significantly lower greenhouse gas emissions by removing thousands of fuel tankers from the national highway system, aligning with India's broader climate commitments. For the energy and logistics industries, this transition mandates a shift in capital allocation from fleet management toward pipeline maintenance and terminal automation.

Stakeholders in the automotive and transport sectors may see a decline in long-haul bulk liquid contracts, while construction and engineering firms will find substantial opportunities in the 125 billion INR rollout. Investors should view this as a modernization of the energy grid that enhances regional economic development and supply security through a more cost-effective, low-loss distribution mechanism. The project is anticipated to streamline transit times and optimize operational costs for public and private oil marketing companies alike.
