RigCo Holding has contracted Seatrium Limited for more than S$500 million to complete the construction of four offshore drilling units. The agreement covers a seventh-generation drillship, a harsh environment jackup, and two mid-water semisubmersibles, with initial deliveries slated for 2027 and 2028.

SINGAPORE —RigCo Holding Pte Ltd has finalized a construction agreement valued at over S$500 million with Seatrium Limited to finalize four uncompleted offshore drilling units. The arrangement falls under an existing master services framework and encompasses a seventh-generation drillship, a harsh environment jackup, and two mid-water semisubmersibles designed for challenging operating theaters in Northwest Europe. Financing for the project relies entirely on internal cash reserves retained within RigCo. Delivery timelines target 2027 for the drillship and 2028 for the jackup, while construction strategy for the remaining two assets remains under evaluation. Rigco Holding Pte Ltd is a wholly owned subsidiary of Keppel Ltd. that holds a fleet of modern offshore drilling assets. Seatrium Limited operates globally as a provider of specialized engineering solutions for the marine, energy, and offshore sectors.

The decision to resume construction on these legacy assets aligns with shifting market dynamics across the offshore drilling sector. Decades of constrained newbuild activity combined with the steady retirement of aging vessels have tightened global fleet capacity. Concurrently, increasing emphasis on energy security and elevated utilization rates have driven up demand for modern, high-specification equipment. These conditions support efforts by asset owners to monetize uncompleted inventory through structured investment vehicles, transforming idle work-in-progress into revenue-generating holdings.

This development directly impacts stakeholders within the offshore oil and gas engineering, maritime construction, and asset management domains, particularly across regional markets in Southeast Asia and Europe. Operators specializing in deepwater and harsh environment extraction stand to benefit from the eventual deployment of these specialized units. Furthermore, the collaboration reinforces industrial activity for major engineering yards while providing investors exposure to tightening asset fundamentals through managed investment platforms.

For corporate strategists and asset managers, the transaction highlights a broader industry shift toward reactivating stranded offshore assets rather than commissioning entirely greenfield builds amidst capital expenditure discipline. Funding projects through retained corporate liquidity rather than fresh debt issuance mitigates financial risk while positioning portfolios to capture anticipated spikes in long-term charter rates. Execution risks remain tied to adhering to delivery schedules and managing shipyard throughput to ensure assets enter service on favorable commercial terms.
