SAUDI ARABIA —Saudi Arabia has deepened construction and housing cooperation with Chinese organizations through six agreements and memorandums of understanding while awarding residential developments worth more than SR1.9 billion across Riyadh and Dammam, according to official statements issued during a government visit to China.
The newly announced arrangements cover investment in construction activities, engineering design services, financing mechanisms, project feasibility work, workforce development, technology transfer, and the application of advanced building methods. Saudi authorities said the measures are intended to improve project execution, enhance housing quality, and shorten delivery timelines.
The development is significant because it supports Saudi Arabia’s efforts to expand housing availability while modernizing its construction sector under Vision 2030. Greater adoption of industrialized building techniques and international expertise could help address growing residential demand and improve productivity across large-scale development projects.
The agreements also highlight the increasing role of Chinese companies in the Kingdom’s infrastructure and urban development sectors. Construction firms, engineering consultancies, suppliers, financiers, and real estate developers are among the stakeholders expected to benefit from expanded cross-border cooperation.
Saudi Arabia’s Ministry of Municipalities and Housing oversees national housing and urban development policies, while Chinese construction groups have become important participants in major projects across the Kingdom. Officials stated that housing agreements linked to a broader target of delivering 100,000 homes by 2030 have already resulted in contracts covering more than 37,000 units scheduled for delivery through 2026.
