Saudi energy firms formalize upstream service and field development deals with Syria

Four Saudi energy companies - TAQA, ADES Holding, Arabian Drilling and ARGAS, have signed agreements with the Syrian Petroleum Company covering gas field development, drilling, seismic surveys and integrated oilfield services. The arrangements aim to raise production across key Syrian gas assets under Saudi Ministry of Energy oversight.

Under the supervision of the Saudi Ministry of Energy, TAQA, ADES Holding, Arabian Drilling and the Arabian Geophysical and Surveying Company (ARGAS) have concluded multiple agreements with the Syrian Petroleum Company to expand technical cooperation and upstream activity in Syria. The accords follow memoranda of understanding signed in August 2025 and subsequent technical assessments of gas field infrastructure.

A framework agreement with ADES Holding outlines principles for a future technical services contract covering development and operation of several gas fields, including Abu Rabah, Qamqam, North Al-Faydh, Al-Tiyas and Zumlat al-Mahar. The objective is to increase output from these assets and potentially additional areas.

TAQA has entered into a master services agreement to deliver integrated oilfield construction and maintenance solutions, while ARGAS will provide 2D and 3D seismic surveys to support exploration and drilling campaigns. Separately, Arabian Drilling will supply and operate onshore drilling and workover rigs, alongside workforce training and operational support.

The coordinated package signals renewed cross-border engagement in Syria’s upstream sector, with implications for regional service providers, drilling contractors and seismic technology firms. For Syria, enhanced production capacity could improve domestic energy supply and infrastructure utilization, while Saudi companies expand their regional oilfield services footprint.
