Singapore’s Energy Market Authority has launched an RFP for private sector development of hydrogen-ready CCGT units totaling at least 1,800 MW, with one unit required by 2031 and up to two by 2032, to meet rising demand from data centers and semiconductors.

The Energy Market Authority (EMA) of Singapore has issued a Request for Proposal (RFP) for new generation capacity to be operational in 2031 and 2032, according to official disclosures. The private sector is invited to build, own, and operate hydrogen-ready Combined Cycle Gas Turbine (CCGT) units one unit (minimum 600 MW) by 2031 and up to two additional units (minimum 600 MW each) by 2032.

Proposals for the 2031 unit are due by June 24, 2026, and for the 2032 units by September 30, 2026. This development matters because Singapore’s electricity demand is steadily rising, partly driven by high-growth digital sectors including data centers and semiconductors.

EMA projects power system peak demand to grow 2.4% to 4.8% annually over the next decade, reaching 9.6 GW to 11.4 GW by 2031. CCGTs remain essential for baseload stability while Singapore pursues a diversified portfolio of cleaner energy sources in the longer term. Industries impacted include power generation, gas turbine manufacturing, and hydrogen infrastructure.

Regional stakeholders include private developers, engineering firms, and industrial consumers in Singapore’s energy-intensive sectors.

For investors, the RFP signals a clear pipeline of greenfield thermal asset opportunities with guaranteed offtake under Singapore’s centralized process. The hydrogen-ready specification also implies future conversion or co-firing upgrades, potentially extending asset life and aligning with transition financing frameworks.

The Energy Market Authority is Singapore’s statutory board under the Ministry of Trade and Industry, responsible for ensuring reliable and secure energy supply.
