UNITED STATES OF AMERICA —The Seattle Social Housing Developer (SSHD) has received unanimous board approval for a new residential development in Seattle’s Central District, marking its first ground-up construction project. The agency plans to deliver approximately 20 homes on the site, with at least half configured as two or three-bedroom units. Completion is targeted for the end of 2028, although the development budget and design remain subject to further refinement.
Current estimated costs total approximately USD 15 million, covering land acquisition, design, construction and associated development expenses. SSHD expects to establish a more precise budget over the coming months. The project is intended to provide housing for households across very low- to middle-income brackets, with applicants selected through a housing lottery. Seattle’s Community Preference policy will also inform the allocation process, supporting access for people with existing or historical ties to the Central District.
Environmental performance and accessibility are central considerations in the proposed design. SSHD intends to build to Passive House standards, which focus on reducing energy consumption through measures such as improved insulation, airtight construction and efficient ventilation. The agency is also exploring Kelsey Essential Certification, an accessibility framework intended to address the needs of residents with different mobility and access requirements. Final specifications will depend on the design process.
The development comes as Seattle continues to address housing affordability and the displacement of established communities. A mixed-income model could widen access to publicly supported housing while maintaining a range of unit sizes for different household structures. The Central District location also gives the project a neighbourhood-retention dimension, particularly for residents seeking to maintain or restore connections to the area.
For the wider housing sector, SSHD’s project provides an early test of a public-agency model combining direct development, affordability objectives and environmental standards. Its ability to deliver the homes within the projected budget and schedule will be relevant to other public and mission-driven housing providers considering similar approaches. Higher-performance construction and accessibility measures may influence upfront costs, while potentially improving energy efficiency and long-term usability.
SSHD already owns Elara at the Market, a 150-unit building near Pike Place Market, which represents its first building rather than its first new construction project. The agency has also indicated plans to pursue another acquisition before the end of 2026 and begin construction at two sites in 2027. Its stated ambition to own more than 1,000 homes by the end of 2027 depends on securing financing through a low-interest bond issuance, leaving its broader expansion plans exposed to capital-market and funding conditions.
The Seattle Social Housing Developer (SSHD) is a public agency established to develop and manage social housing in Seattle. Its approach combines mixed-income occupancy with long-term public housing objectives, while the Central District project will be an early demonstration of its capacity to deliver new housing directly.
