EGYPT; SAUDI ARABIA —Talaat Moustafa Holding Group's regional development arm in Saudi Arabia has entered into a preliminary framework with ROSHN Group, a wholly owned entity of the Public Investment Fund. The pact establishes a joint corporate vehicle tasked with evaluating and executing a large-scale integrated development within the capital city of Riyadh.
Under the agreed ownership structure, the development arm of Talaat Moustafa Holding will hold a majority stake of 51 percent in the newly formed entity. Meanwhile, ROSHN Group will retain the remaining 49 percent equity interest in the joint enterprise.
Initial assessments indicate the multi-use real estate venture will encompass more than 55,000 residential dwellings. The master plan incorporates commercial spaces, retail zones, hospitality venues, educational institutions, healthcare facilities, and extensive public parks designed to support sustained urban growth.
This cross-border collaboration is designed to leverage Talaat Moustafa Holding's established residential development framework alongside the extensive land portfolio managed by its Saudi state-backed partner. The initiative aligns with broader regional economic diversification goals while addressing surging domestic demand for large-scale integrated communities.
For institutional investors and market participants, the agreement provides a clear indicator of sustained capital deployment within the Gulf region's urban housing sector. The scale of the proposed undertaking reinforces the strategic expansion trajectory of Egyptian developers into high-growth GCC real estate markets.
