Ireland's transport authority TII has launched one of the largest public procurement notice issued in Ireland estimated at EUR 7.3 billion, for the development of Dublin's flagship MetroLink transit system.

Transport Infrastructure Ireland (TII) has formally initiated a public procurement tender for the MetroLink M500 Service Delivery Partner contract. Global engineering consortia, project management consultancies, and transit operators can submit their qualified corporate proposals for the project, which carries a substantial estimated capital valuation of EUR 7.3 billion. This tender is the largest public procurement notice ever issued in Ireland.

The tender comprise a form of Design, Build, Finance, Operate and Maintain (DBFOM) contract (M500 Contract) to appoint a Service Delivery Partner who will provide certain works and the integrated operation and maintenance of the public passenger transport service. The duration of the M500 Contract comprises a works period anticipated to be for a period of 7 years for completion of the M500 Works and a services period of 25 years for provision of the M500 Services.

Transport Infrastructure Ireland is the state-backed administrative agency tasked with managing, developing, and delivering safe and efficient national road and light rail transportation networks across the Republic of Ireland. As Dublin’s first comprehensive high-capacity underground mass transit corridor, this massive infrastructure allocation is vital to alleviating severe metropolitan congestion and achieving long-term national urban climate targets.

The procurement of a specialized integration partner directly impacts multinational civil engineering enterprises, global signaling systems developers, urban planning firms, and regional European capital markets.

For institutional infrastructure investors and large-scale project managers, this multi-billion-euro long-term contract offers a stable, government-backed revenue stream. Furthermore, it marks a critical policy milestone for European public transit frameworks, establishing complex technical standards for public-private integration on mega-projects while driving extensive supply chain demand for advanced automation and modern signaling technologies over the next decade.
