UNITED STATES OF AMERICA —Private energy companies are set to build and operate commercial power generation facilities across six major U.S. military bases under new long-term land agreements aimed at reinforcing off-grid defense capabilities. Ameresco, Indelible-Bloom, and Frontier Power USA have received conditional conditional lease solicitation awards to deploy a mix of battery energy storage systems, natural gas, and micro-nuclear capabilities across key defense sites in Maryland, New Jersey, Pennsylvania, and New York. Construction activities are projected to begin as early as 2027, with initial operational status targeted on or before 2030.
The U.S. Army is the land warfare branch of the United States Armed Forces, operating under the Department of Defense to protect national security and maintain operational readiness worldwide. Through its Strategic Capital Initiatives, the branch leverages private sector capital and land leasing models to modernize its base infrastructure without directly expending federal appropriations.
This initiative leverages Enhanced Use Leases under federal land management authority, allowing the military to serve purely as a landlord while private developers fund, build, operate, and decommission all energy assets. Rather than receiving cash payments, the military will accept fair-market rent in the form of direct base utility upgrades, enhancing local grid stability while ensuring dedicated backup power for critical operations during wider grid outages. All hosted projects are required to observe domestic sourcing standards and prevailing labor regulations.
The policy approach reflects a growing integration of commercial energy infrastructure within national defense planning, expanding market access for clean technology, battery storage, and advanced nuclear developers.
