USACE awards $113.8 million contract to J.F. Brennan for invasive carp deterrents at Brandon road project

The U.S. Army Corps of Engineers has awarded a $113.8 million contract to J.F. Brennan Company for leading-edge invasive carp deterrents as part of the Brandon Road Interbasin Project in Illinois. The award completes Increment I of the ecosystem restoration effort.

According to an official announcement, the U.S. Army Corps of Engineers (USACE) has awarded a $113.8 million contract to J.F. Brennan Company, Inc. of La Crosse, Wisconsin, for the second contract under the Brandon Road Interbasin Project.

The contract covers leading-edge deterrents including an automated barge clearing system, bubble curtain, acoustic deterrent, support facilities, and an upstream boat ramp.

The Brandon Road project, located at the downstream approach channel to the Brandon Road Lock & Dam in Joliet, Illinois, aims to prevent invasive carp and other aquatic nuisance species from migrating upstream into the Great Lakes while minimizing impacts on Illinois Waterway users.

The first Increment I contract for site preparation and channel rock excavation was awarded in November 2024 and completed in July 2025. Future increments include Increment II (flushing lock, wall, and additional excavation) and Increment III (electric deterrent, engineered channel, support building, and downstream boat ramp). This development matters because invasive carp threaten the Great Lakes’ $7 billion fishing industry and ecosystem balance.

For environmental engineering firms, acoustic and bubble curtain technology providers, and heavy civil contractors, the project signals sustained federal investment in aquatic invasive species control. Investors in water infrastructure and ecological restoration should monitor subsequent increments for additional contracting opportunities.
