The World Bank has committed $299.66 million to support Uttar Pradesh's Clean Air Management Program, targeting emission reductions in transport, industry, and agriculture. The initiative aims to mobilize $150 million in private capital, expand clean cooking access to 3.9 million households, and modernize brick kiln operations across the state.

The Government of India, the Government of Uttar Pradesh, and the World Bank have formalized a $299.66 million agreement to implement the Uttar Pradesh Clean Air Management Program. The initiative is designed to drive a clean energy transition in the state's transport, agricultural, and industrial sectors. Key components include the installation of nearly 200 new air quality monitors under the Uttar Pradesh Pollution Control Board, transitioning over 700 brick kilns to more resource-efficient technologies, and enabling 3.9 million households to adopt clean cooking methods.

The program also aims to improve crop productivity by promoting efficient fertilizer use among farmers. The financing, structured with a ten-year maturity including a two-year grace period, is expected to catalyze approximately $150 million in private sector investment, particularly for electric buses, three-wheelers, and industrial emissions monitoring systems.

The program is part of the World Bank's broader Regional Air Quality Management Program for the Indo-Gangetic Plains and Himalayan Foothills, a global air pollution hotspot, and will also receive support from the multi-donor Energy Sector Management Assessment Program. The World Bank is an international financial institution that provides loans and grants to governments for development projects.

The Government of Uttar Pradesh is the governing authority of India's most populous state. For businesses, this creates immediate opportunities in electric mobility, emissions control technology, and energy-efficient industrial equipment.

For investors and policymakers, the program represents a significant test case for leveraging public finance to attract private capital toward environmental objectives, with implications for other states in the Indo-Gangetic Plain facing similar air quality challenges.
