VinSpeed and Siemens Mobility have signed a turnkey agreement valued at up to EUR 1 billion covering two planned high-speed rail lines in Vietnam. The deal combines domestic civil construction with Siemens’ trains, signalling, communications and electrification systems across routes connecting Hanoi with Quang Ninh and Ben Thanh with Can Gio.

VIETNAM Vietnam’s high-speed rail development is moving into implementation for two routes under a turnkey agreement between VinSpeed High-Speed Rail Investment and Development Joint Stock Company and Siemens Mobility valued at up to EUR 1 billion. The package covers the Hanoi-Quang Ninh and Ben Thanh-Can Gio lines and will be delivered in phases.

The two projects will create a combined 175 km of high-speed railway infrastructure. The 121 km Hanoi-Quang Ninh route is planned with four stations, while the 54 km Ben Thanh-Can Gio route will include two stations. VinSpeed will lead project development, track construction and civil works, establishing the physical infrastructure required for the services.

Siemens Mobility will provide the railway technology package, including 10 Velaro Novo high-speed trainsets, communications and electrification systems. The Velaro Novo is designed for operating speeds of up to 350 km/h. Each 200-metre trainset will comprise seven cars with capacity for 760 passengers, combining distributed electric propulsion with a configuration designed for higher passenger capacity and energy efficiency.

Train operations will incorporate Automatic Train Operation with European Train Control System Level 2 signalling. The technology is intended to automate train spacing and support control of speed, acceleration and braking. According to the companies, the deployment would represent the first use of ATO over ETCS on a national high-speed rail network.

The agreement extends a Comprehensive Strategic Cooperation and Technology Transfer Agreement signed by the two companies in December 2025. Its implementation creates demand across several parts of the transport supply chain, including civil construction, railway systems, rolling stock, electrification, signalling, communications and related engineering services.

For Vietnam’s infrastructure market, the two lines represent a combination of domestic project execution and imported high-speed rail technology. Construction contractors and infrastructure suppliers will be involved in the civil works, while specialist technology providers will support train operations and network control. The use of standardized signalling and electrification systems also has implications for future maintenance, technical training and lifecycle support.
