VSS backs Cordoba expansion as infrastructure demand broadens across the Pacific Coast

VSS Capital Partners has completed a growth investment in Cordoba, an engineering and construction management firm serving public and institutional clients across the Pacific Coast. The investment is intended to support expansion while strengthening Cordoba’s market capabilities across infrastructure segments including education, energy, transportation and water.

VSS Capital Partners has completed a growth investment in Cordoba, LLC, providing the Los Angeles-based engineering and construction management firm with additional capital for its next phase of expansion. Financial terms were not disclosed. The transaction is structured as a minority investment and is intended to strengthen Cordoba’s go-to-market capabilities while retaining its existing operating model.

Cordoba has operated since 1983 and employs more than 400 engineers, project managers and technical specialists. Its work spans engineering, program management, construction management and environmental services, with customers including municipalities, public agencies and institutional organisations. The company serves four principal markets: education and facilities, energy, transportation and water.

The investment arrives as public and institutional infrastructure owners face continuing requirements to upgrade ageing facilities and expand essential systems. Across the Pacific Coast, spending needs in transportation, water infrastructure, energy facilities and public buildings create potential demand for multidisciplinary engineering and project-management providers. Cordoba’s exposure to these markets gives the transaction relevance beyond the private capital sector, particularly for government agencies and institutional asset owners seeking external project expertise.

The company’s historical project portfolio includes capital improvement engagements with an aggregate value exceeding $250 billion since its founding. Its multidisciplinary capabilities allow it to participate across project development, engineering and construction management, positioning the business within infrastructure markets where project complexity increasingly requires coordination across technical disciplines.

For VSS, the transaction expands its exposure to engineering and infrastructure-related business services. The New York-based private investment firm focuses on lower-middle-market companies in healthcare, business services and education and provides both control and non-control capital. VSS has approximately $4 billion in committed capital across eight funds and has completed more than 100 platform investments and over 600 add-on acquisitions.

Strategically, the investment could enable Cordoba to pursue additional market opportunities, expand its client base and increase its capacity to compete for larger or more complex assignments. For infrastructure investors and service providers, the transaction also illustrates continued private-capital interest in specialised engineering and project-management businesses with exposure to long-duration public-sector infrastructure requirements. Contractors, engineering firms and other professional-services providers operating in fragmented regional markets may consequently face greater consolidation and investment activity as capital seeks scalable platforms linked to infrastructure spending.
